Unable To Logon To OPA Hub After the successfull installation

Information in this document applies to any platform.
After a successful installation of Oracle Policy Automation, attempted to logon to the OPA Hub with admin username using the direct URLs. The Login page loads and accepts the admin username and password. But does not logon the admin user. The Logon page just loads again with no messages and blank username and password fields.
