MDM generates mutliple usage periods with same billable SQs from meter exchange

When a Usage Subscription with a single SP has a meter exchange, if there are separate usage groups defined by device configuration type this results in MDM calculating separate usage periods for the bill segment period.  When this usage transaction with two usage periods is returned to the external system, the rate is only expecting one period so this situation can change the value of the calculations



Since both usage groups provide the same billable SQs there is no business reason why there would be two usage periods required. It is preferred that the rate schedule only be calculated once, without proration based on meter exchange date. Request for MDM to be able to send only one usage period in this situation

The issue can be reproduced at will with the following steps:
1. Do a Meter Exchange (no rate change) such that each device will have different usage groups (via Device Configuration).
2. Notice that MDM will calculate two separate sub-Usage Transactions.

The issue has the following business impact:
Due to this issue, users are returned results they are not expecting.
