Symptoms

On Oracle Communications Billing and Revenue Management (BRM), 7.5.0.17.0 version, it is observed that the Billing Care UI (BCUI) was able to allocate a single adjustment twice to a bill and caused wrong balance.

Expected Result
-----------------
The first allocation should be successful and the bill should be closed.
The second allocation should return error as the open bill is closed.

Actual Result
----------------
The first allocation works as expected, whereas the second allocation changes the balance of the account incorrectly without returning error.

STEPS
-----------------------
1) Open an account with due amount and having unallocated credit adjustment
2) Two person try to allocate the same adjustment to a open bill
