400 Bad Request or Message Send Failed Error Occurs with Web Service Calls from Oracle SOA (Doc ID 2362919.1)

The customer is getting intermittent connection issues with web service calls from Oracle SOA.
The issue does not occur with a standalone web service test software such as SoapUI and if the customer retries the request, then it is going through fine.
The customer uses Oracle Commerce 11.3 integrated with Oracle SOA-OHS runs on WebLogic 12.1.3.
