Upload of Bigger CSV Files Causes Issues (Doc ID 2363685.1)

There are two kind of CSV uploads; upload of transactions and upload of billable charges.

Unfortunately both uploads can only handle about 500 lines of data, but there are files with 20,000 lines that need to be uploaded. Using simple Debugger Tool in Internet Explore (IE), it seems like the issue is building the table having all the lines shown.

Steps to reproduce:
1. Select to upload file
2. Select the file
3. Press "Submit"

After pressing submit, the server outputs:

SYSUSER - 742977-440-1 2017-09-19 07:52:34,085 [[ACTIVE] ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)'] INFO (web.dataservlet.CSVToXMLDataServlet) Decimal Seperator value === > .
SYSUSER - 742977-440-1 2017-09-19 07:52:34,085 [[ACTIVE] ExecuteThread: '0' for queue: 'weblogic.kernel.Default (self-tuning)'] INFO (web.dataservlet.CSVToXMLDataServlet) SPL Property value === > false

and then IE uses a lot of CPU, after waiting for 30 mins still nothing happens. If a small file is selected, a table of content should be shown.

How can this be resolved?
