Unable To Resubmit The Error Transactions After Application Upgrade

After upgrading the Load Profiling and Settlements System Application version from 18.104.22.168.0 to 22.214.171.124.27 the following problem occurs:
When an error transaction is resubmitted, its status changes from Error (E) to Resubmitted (R). Resubmit. Runtime services picks the transaction and changes its status to P (Processing). Once the transaction reaches P state, it should start from the same step where it was previously error out: either completed (C) or Error (E).
Since the application upgrade all the resubmitted transactions are stuck in P state and are not being processed.
