Communications Search Returns No Results

On Oracle Utilities Meter Data Management version, 2.2 SP1 (188.8.131.52.0) and SP2 (184.108.40.206.0) users are unable to search communications in Menu -> Communication -> Communication -> Search.
In previous versions of MDM, Version 2.1.0.X, users could select "Outbound" as the communication flow and search and get all the outbound communications.
In this version, even when a user searches by communication ID no results are returned.
