RPM Worksheet Contains Effective Date Even If the Default_effective_date is 0 in the RPM_SYSTEM_OPTIONS Table (Doc ID 2364952.1)

The worksheets resulting from a clearance strategy show an effective date even when you have RPM_SYSTEM_OPTIONS.DEFAULT_EFFECTIVE_DATE to 0.
You expect that the effective date in the worksheet detail should be blank since the system option setting is set to unchecked.

The issue can be reproduced at will with the following steps:
   1) Edit System Options and make sure to uncheck the Pricing Strategy Default Effective Day (under the General Tab)
   2) Create a Calendar
   3) Create a Candidate Rule
   4) Put a dept/class/or subclass in a Clearance Strategy
   5) Run RPM Merchandise Extract Kickoff Batch
   6) Edit a Worksheet and notice the the details have Effective dates
