On : version, Web services

Smoke tested and found that an OSC call returns an error string in even when the web service call is successful. The error returned is as follows.

This causes our activities to fail since we are checking the error value. This is preventing us from accepting a critical patch that contains fixes to showstopper issues.

Expect OSC call to return no error message (empty string) when the web service call was successful

The issue can be reproduced at will with the following steps:
1. Configure a transaction that calls OSC
2. Configure a validation to have the transaction fail if an error message is returned by the OSC
3. Configure the OSC service to call a web service
4. Enter and process an activity corresponding to the transaction.
5. Even when the web service is successful, an error message is returned by the OSC call in the transaction.

The issue has the following business impact:
Transactions that use the OSC to call web services are failing and preventing other activities from being processed.
