Error: "Failed Loading Projects for UserID" When Selecting "Assign Activities" on Timesheets Tab Within Team Member

Symptoms

In Team Member, when attempting to assign activities in the Timesheets page, the following error occurs.

ERROR
-----------------------

Within Team Member application:
"An error has occurred. Please contact your system administrator"

Within Log file:
com.oracle.pgbu.rest.resources.timesheet.TimesheetResource handleException
SEVERE: Failed loading projects for userId-currentuser

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

  1. Login to P6 Team Member.
  2. Navigate to Timesheets tab.
  3. Click Actions -> Assign Activities.
