On Oracle Communications Elastic Charging Engine(ECE), 11.3.0.4.0 version, Rating business logic

ACTUAL BEHAVIOR
---------------------
The start date of the event (start_t) which is being passed to BRM is the date of the first CCR-I sent and not the date of the connection of the same.

EXPECTED BEHAVIOR
------------------------
The date loaded to BRM should be the date on which the call is connected.
