Rating Failed with CREDIT_FLOOR_BREACH Error After Data Topup

Symptoms

On : 11.3.0.1.0 version, Rating business logic

A service account has monthly subscription, which is granting 10GB data and having a credit limit, was able to do usage successfully.
After purchasing data top-up, which grants some more data to the same account, it is not able to perform data usage with the following error:

STEPS

The issue can be reproduced at will with the following steps:
1. Create account and purchase monthly data grant product/discount and set credit limit credit limit details as below:
    0 PIN_FLD_LIMIT ARRAY [1000128] allocated 20, used 4
    1        PIN_FLD_CREDIT_LIMIT DECIMAL [0] 0
    1        PIN_FLD_CREDIT_THRESHOLDS INT [0] 262144
    1        PIN_FLD_CREDIT_FLOOR DECIMAL [0] -10240
    1        PIN_FLD_THRESHOLDS ARRAY [0] allocated 20, used 2
    2               PIN_FLD_THRESHOLD INT [0] -50
    2               PIN_FLD_AMOUNT DECIMAL [0] -50
2. Perform 4MB usage which should success and balances should update for same
3. Perform data TOPUP & check.
