Business Service D1-ScalarConsumptionRetriever not returning all measurements for Peak Demand MCs

For PEAK demand channels, when providing Service Point ID, uom = KW, sqi = DELIVERED, and start and end date-time as input for Business Service D1-ScalarConsumptionRetriever, the BS will not return a measurement if:

  1. Previous measurement date-time falls outside the start date-time provided as input
  2. Previous measurement date-time is null
  3. Previous measurement date-time corresponds to a date when the device was installed at a different Service Point.

In all three cases, the Business Service should still return the measurement since it corresponds to a PEAK Demand measuring component, therefore the previous measurement date-time should not matter.
