How can specific users be restricted from changing legal entity in both Application Preferences and when running an FTP process (thus inputting Legal Entity as Run parameter)?

This requirement is for security reasons, in order to prevent altering of the original data or allowing business users to create and run their own FTP rules.  Since OFSAA 8.0.x does not allow multiple INFODOMs on the same application, a solution would be to have this done through the legal entity.
