Problem Summary

Future dated order not starting at 12.00 AM in COM

Problem Description
---------------------------------------------------
1. Submit a Future dated order in Siebel with Due date as Aug 17, 12.00 AM
2. Order is in "waiting" state in COM and will not start until the date and time is met.

Expected result - Order should start in COM at Aug 17, 12.00 AM

Actual result - Order will remain in "waiting" state forever.

There are no logs generated in the server logs (.log, *.out & diagnostic log)
