Record Selection Cartridges Throw 'Error: Unable to retrieve record information'

We are seeing "Error: Unable to retrieve record information" when we try to load a record spotlight rule that has already had products configured and saved within XM.
This happens on any of our record selection cartridges, like Boost/Bury rules or a Horizontal/Vertical Spotlight rule.
