Duplicate Events Logged From Web Call Entry

When entering calls via Web CallEntry, duplicate calls can be created if the operator clicks the Submit button multiple times.
The issue can be reproduced at will with the following steps:
1. Have a system that is under heavy load (such as a storm)
2. In Web CallEntry, fill out a call information.
3. Rapidly and repeatedly press Submit.
4. Check WorkAgenda for multiple incidents.
