Comment Name Field Is Not Being Hidden As Documented When UseTemplates=No. (Doc ID 2368586.1)

On : 11.0.2.2 version, General

ACTUAL BEHAVIOR

Comment name field is not being hidden as documented when UseTemplates=No. Per the V11 documentation when the UseTemplates field is set to No or left empty the Comment Name drop down should not appear. When we set that field to No or leave it blank the drop down on the screen is still being displayed. We would expect the drop down to not appear.

EXPECTED BEHAVIOR

Comment Name drop down box to not appear when UseTemplates is set to No

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1) Config the Activity Comments Screen
2) Set UseTemplates to No in the configuration
3) Navigate to the Comments Screen in the UI and the drop down will still be displayed

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, Fields that are supposed to be hidden and not used on the screen are being shown.
