Service Task is not getting invoked even when the evaluation criteria defined is fulfilled. Following are the steps to recreate the issue:

1) Configure Service Task having 'VEE Exception' as its only Evaluation Criteria.
2) Create a measurement that creates zero consumption exception.
3) The Zero consumption exception will be thrown.
