Lineitem CSV Import Not Working For Existing/Auto-created Records - It Is Working For New Records (Doc ID 2369693.1)

Symptoms

On Unifier : Version 15.2.13.0

ACTUAL BEHAVIOR
----------------------
When trying to import the .csv file into a line item BP, it's working for a newly created record, the file imports itself correctly.
But when user import it into an existing one, it is unsuccessful and the error log showing:

"Field A: Input required
Field B: Please specify line item amounts that reduce budget by prefacing with (-) negative operator. "

The validation on upper form were triggered when users tried to import line items.

STEPS TO REPRODUCE
----------------------
# Import csv to new record

  1. Login Unifier
  2. Navigate to the impacted Business Process log
  3. Click: New > Import
  4. Click Browse to select the import csv file
  5. Click OK
  6. Click Save to close the window

Data has been imported into Budget Added to tab

# Import csv to existed record

  1. Login Unifier
  2. Navigate to the impacted Business Process log
  3. Click: New > Import
  4. Click Browser to select the import csv file
  5. Click OK
  6. Message shows up - Import could not be completed. Do you want to download a file with errors shown?

Data could not been imported into existed record

EXPECTED BEHAVIOR
-----------------------
Users should able to import the lineitems with CSV for existing records as import working fine for new records.
