Provider Group Page Does Not Show All Details and Raises Errors in Log File (Doc ID 2370470.1)

Provider group details are not shown correctly in the provider group page:
1. A provider group detail can be found by doing a search on the specific provider code, but the provider is not shown when a search is done without any criteria.
2. The next set button shows some of the same providers as the previous set.
3. The log file shows a large number of error statements every time the page is opened and a search is done.

The expected result is to have all details shown correctly.  The next set button should display another set of provider group details and should not display details shown in the previous set.

No Issues were noticed on this page before
There is no workaround through the UI.  Only a database query would retrieve the correct details

No errors are shown in the user interface.

The log file show repetitions of the following error:
2018-02-12 14:29:18,898 [ [ACTIVE] ExecuteThread: '24' for queue: 'weblogic.kernel.Default (self-tuning)' ] ERROR - Element End name:td does not match start name:td style="mso-number-format:\@"
2018-02-12 14:29:18,906 [ [ACTIVE] ExecuteThread: '24' for queue: 'weblogic.kernel.Default (self-tuning)' ] WARN org.apache.myfaces.trinidad.component.UIXCollection - The row key or row index of a UIXCollection component is being changed outside of the components context. Changing the key or index of a collection when the collection is not currently being visited, invoked on, broadcasting an event or processing a lifecycle method, is not valid. Data corruption and errors may result from this call. Turn on fine level logging for a stack trace of this call. Component ID: {0}

The issue can be reproduced by adding a provider group with more details than the default number of rows displayed.

Because of this issue,  data and configuration cannot be validated using the UI.
