Jumper Placement Failure Error Message Has No Content

When placing a P-P Jumper OR Emergency Cable on a two conductors with a different phase the system brings up the "Jumper placement Failed" pop up window but it has no content.
The error dialog should say "Unable to perform Point-to-point jumper model edit. Conductors must have a common phase to insert a jumper between them."
The issue can be reproduced at will with the following steps:
1. On an OPAL system, place a normal point-to-point jumper between
2. It will fail because they are on different phases, but the error dialog will be blank.
