RPM Needs Modification to Improve Worksheet Conflict Check Performance For a Large Dept (Doc ID 2371722.1)

Symptoms

Actual Behavior
-----------------------
The <Patch 27525593> improved the performance. However, RPM conflict checking still takes a lot of time to process promotions by executing the MERGE/SELECT in the GENERATE_CSPFR_TIMELINE and GEN_CSPFR_TL_FROM_INT functions; the Queries do a lot of things before the JOIN with the RPM_CUST_SEGMENT_PROMO_FR table. When you do not have any Promotions or the RPM_CUST_SEGMENT_PROMO_FR Table does not have any data, this would add to the performance.

Expected Behavior
-----------------------
Expect to add code to check number records of RPM_CUST_SEGMENT_PROMO_FR to be more than zero, then execute the MERGE, otherwise pass by this step, this change improved performance very much.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Try to approve the event for a Dept that has about 7 million item/location records with about 2000 SKUs.
