Instance Partition Corruption - Assigned Instance Partitions that are not in MSC_APPS_INSTANCES (Doc ID 2371760.1)

Symptoms

We have noticed that there is corrupt instance partition information on our instance.  There are assigned Instance Partitions that do not appear in the MSC_APPS_INSTANCES table per the following SQL statement:

 
We would like to clean this up to prevent errors when creating new instance partitions or running Data Collections programs.
