Error "Falied Retrieving Application Information From Weblogic Server: Not Able To Connect To Admin" When Running EPPM Patch Utility

When attempting to apply patch set 22.214.171.124, using the EPPM Patch Utility, the following error occurs:
Error "Falied Retrieving Application Information From Weblogic Server: Not able to connect to Admin "
Connecting to t3://localhost:7001 with userid weblogic ...
This Exception occurred at <TIMESTAMP>.
javax.naming.AuthenticationException: User failed to be authenticated. [Root exception is java.lang.SecurityException: User failed to be authenticated.]
Error while connecting to Admin Server - t3://localhost:7001
The issue can be reproduced at will with the following steps:
1. Launch the patch utility.
2. Enter P6 EPPM and WebLogic connection details.
3. Observe the reported error occurs.
