Goal

Installation Option - Bill Segment Freeze Option: Freeze At Bill Completion
Adjustment Type - Adjustment Freeze Option: Freeze At Will

Steps to recreate
1. Go to Admin - A - Adjustment Type +
2. Set Adjustment Freeze Option to 'Freeze at Bill Completion'

Actual result:
Adjustment Freeze Option is disabled. User cannot update this field.
