Symptoms

OCSC doesn't release the Call, after receiving <OK BYE> from OCCAS APP.
Steps to reproduce:
1. OCSC sends the <BYE> to OCCAS APP
2. OCCAS APP responds <OK BYE> to confirm releasing call.
3. OCSC doesn't send out the <Release Call>.
