ActiveMQ Queues not Working on Docupresentment (IDS) (Doc ID 2373208.1)

Symptoms

On IDS v2.2 Patch 5 and up.

For our messaging technology, we are attempting to use ActiveMQ. During the Docserv startup, no matter what we attempt to specify in our Docserv.xml, the ActiveMQ configuration is trying to look for local host.
