Parent Step in Switching Sheet Says "Partially Complete" When It Should Say "Complete" (Doc ID 2374150.1)

Parent step in switching sheet says "Partially Complete" when it should say "Complete"
Can the parent step say "complete" when there are "previously completed" sub-steps?

When users use the "Open and place stop tag" feature in switching, it creates a parent step along with two sub-steps: 1 - Open switch and 2- place stop tag. Next open the switch with record off or open it in scada, the open status gets sent to nms and the switch opens. However, the user must still manually try to open the switch in order to get the step to change its status to complete. Unfortunately because the switch is already open, the step is marked as "previously completed". The stop tag can then be applied (and is given a "complete" status), but then the parent step (open and place stop tag) is marked as partially complete due to the "previously complete" status of the open step.

Because of this partially complete status, the user is blocked from progressing to the next steps, and is unable to do anything with the switching job.

Workaround: Users put the steps in the misc. log, or they would create two separate steps. However, they want to take advantage of the "Open and place STOP tag" step because it inserts both steps at once and saves them time.
