One Second Is Charged For An Uninitialized Call

On Oracle Communications Elastic Charging Engine(ECE) 11.3.0.4.0 version, Rating business logic

It is observed that when an unanswered call attempt is made,  1 second charge was made even though the time frame is 0. What is the reason for this behavior?
