Symptoms

Getting error when login to Oracle Retail Security Manager (RSM) to add the Administrator User role to an existing user who has the Approve and Edit permissions.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Find a user who has Approve and Edit permissions.
2. Attempt to login RSM with the above use and add Administrator User Role.
3. Notice the error.
