When comparing records, either through the comparison option or for potential duplicates, if a field value is longer than what's displayed, the tooltip that comes up when hovering the mouse over the "..." shows the field title, not the field value.

It should be showing the full field value, not just the field title. It should work like what happens when the mouse is hovered over the “…” for the source record value.

The issue can be reproduced at will with the following steps:
1. Using the OHMPI GUI, look at the full details for a potential duplicate where there are values that are longer than the displayed size.
2. Hover the mouse over the "..." that's displayed and you'll see that the tooltip popup shows the field title, not the field value.

It works correctly when looking at a single EUID, or when viewing the source or history records (even on a comparison screen). It's just the EUID value in a comparison screen that is incorrectl

The issue has the following business impact:
This can be a problem for fields that are only on the SBR (via the SBR Over Write functionality) as there is no way to view the full value when on a comparison screen.
