Work Agenda no Longer Shows Bold Line When Columns are Locked

Symptoms
In NMS 1.12.0.3, when you locked some of the work agenda columns, there was a bold line present to indicate where the locked columns were. In 2.3.0.1, this bold line is missing.
The issue can be reproduced at will with the following steps:
1. Launch web workspace
2. Examine workagenda and see the fixed-column divider, it should be bold.
