ALM Processes Run in a Batch are Failing with 'Oracle ALM Process Rule (200859) not found in database.' (Doc ID 2374771.1)

Symptoms

For Oracle Financial Services Asset Liability Management (ALM), when you run a Batch with ALM Processes imported from another environment, all processes fail.

The following error exists in FSI_PROCESS_ERRORS for all processes:

Oracle ALM Process Rule (200859) not found in database.

In the ofsrm.xxxxx.log from $FIC_DB_HOME/log/FusionApps, the log ends with the following SQL output:
