Duplicate Pick Labels Getting Generated

Symptoms
When a wave is being printed, the data in the CONT_LABELS_TO_PRINT table is being created multiple times for the same container ID, thus creating more labels than needed for picking.
Steps To Recreate:
1. Create a wave for unit picks, for multiple items.
2. Print the wave, and note the records captured.
3. Create a wave for container picks, where the pick to master has multiple cases being picked to it, that have different items.
Note: the issue happens for both unit and case picks as for both of them, there are multiple PICK_MASTER type pick labels for associated pick to container.
