Error: "Test Failed. Connection Not Established" When Testing Report Connection In Unifier Configurator Report Tab

When performing configuration activity in the Unifier Configurator > Report tab, The "Test Report Connection" results in an error:

"Report Connection Test.  Test Failed.  Connection not established."
