Problem during "Installing Oracle Public Sector Revenue Management Database Component"

Following document "PSRM_Installation_Guide Release 2.5.0.0.0" and "Database Administration's Guide" User facing the following problem during Installing Oracle Public Sector Revenue Management Database Component (page 17, Database Administration's Guide). I am running OraDBI.exe,
