Symptoms

The AVTTB_USER_LOG table is not being updated when users log into the system.

Steps to Reproduce:
1. Login into ISSC or MSM Planner.
2. Check AVTTB_USER_LOG.
3. Observe that entries in the table are from the legacy apps, like Data Importer, etc.
