Discount Applying Incorrectly when Call Overlaps Between Two Time Periods

An account is having some balance in resource and doing a voice usage which consumes the balance and also overlaps in peak (7am-6pm) and off-peak (6pm-7am) time periods.
For instance, the account had balance of -$1.9 in resource and makes a voice usage of 30 mins duration (worth $3) starting 5:50 pm and ending 6:20 pm.
Ideally, as per the configuration, the account should be charged till $1.9 consumed and the remaining $1.1 should be discounted. But, no discount is observed.
An account is not having any balance in resource and doing a voice usage which overlaps in peak and off-peak time period.
For instance, the account had balance of 0 in resource and makes a voice usage of 20 mins duration (worth $2) starting 5:50 pm and ending 6:10 pm.
Ideally, as per the configuration, the entire call should be discounted. But only one time period duration is discounted.
For Usage, Plan Transition, and Rerating happening on the same day, the refund during rerating would never happen at all if setting the "stop discounting" feature to "when cancelled" or "when inactive or cancelled", there would be charges more than it should be.
