Resource Capacity Exceptions Not Based On Collected Over/Under Capacity Percent Thresholds (Doc ID 2376371.1)

Goal

Collecting data from JDE using the PIP and Legacy Collections and  have set the overutilized_percent, underutilized_percent to 90 and 100 but when plan is run, the exceptions are triggered based on 190 and 0 values.

This is seen in the level of the Resource overloaded exceptions that are generated (and Resource underloaded not being generated) and by looking at the values in msc_department_resources.

Why aren't the values in the collected data not being considered in the plan?
