Managed Server Fails To Start After Applying 9.3.3.0.99 (Doc ID 2377118.1)

Symptoms

ACTUAL BEHAVIOR
After applying one off patch for 9.3.3.0.99 , when try to start managed server the following error occurs and cannot start Agile managed server.

Following error is observed on application server log :

Caused By: weblogic.servlet.jsp.CompilationException: replaceRptTemplateFileDialog.jsp:256:31: HcmWebKeys.STYLE_FILEURL cannot be resolved

STEPS
The issue can be reproduced at will with the following steps:

  1. Apply one off patch for 9.3.3.0.99 to admin server
  2. Remove application server cache directory for all admin and managed servers.
  3. Restart admin server
  4. Restart managed server
