When a recommendation is submitted and subsequently approved or rejected on the same day, it happens that the RecommendationApproved or RecommendationRejected event is processed before the RecommendationSubmitted event (other batch_num).
When this happens, the information in DIM_REC and FACT_RECOMMENDATION for this recommendation is not right.
DIM_REC: CURRENT_STATUS is reset to Submitted, DATE_COMPLETED or DATE_REJECTED is reset to NULL, COMPLETED_USR_ID or REJECTED_USR_ID is NULL
FACT_RECOMMENDATION: USR_COMPLETED_KEY is reset to 0.
