Some of the BOM Item Number Shows "No Privilege" Even Though the User Has Read Privilege, Averify Error AGIL-00025146 Reported (Doc ID 2377834.1)

Some BOM Item Number shows "No Privilege" (or "権限なし" for Japanese instance) even though the user has privilege to read BOM Item.

When running Averify, AGIL-00025146 is reported in oracle_averify_report.log.

The issue can be reproduced at will with the following steps:

1. Log into Web Client with user who has read privilege for BOM Item Number.
2. Open the problem item, and go to BOM tab.
3. See one BOM item shows "No Privilege" in BOM item number field.
4. Run Averify. Check oracle_averify_report.log and see below error is reported for the same BOM:
   AGIL-00075067 : E : BOM :  table has bad data at id = {ID} (Component ID doesn't match the item_number.)
