Supplier Portal User Not Receiving Notifications (Doc ID 2378126.1)

Symptoms

A new facility was created for an existing company.  Supplier user registrant was updated in the Supplier Portal Administration to have the new facility associated. The Specification Related Sourcing Approval workflow shows the send notification to Sourcing Supplier on the step being workflowed to, however, an email notification was not generated by the system to the associated user when the SRSA was workflowed.
