How to get tcread for NCC or 3C (Doc ID 2378845.1)

Goal

In all versions of Oracle Communications Network Charging and Control (OCNCC or NCC) and Oracle Communications Convergent Charging Controller (OC3C or 3C), the two Signaling Transport (SIGTRAN) stacks (sua_if and m3ua_if) both have the option to dump Signalling Connection Control Part (SCCP) traces to a file for diagnostic purposes.

The output files are binary and can only be decoded to text using a tool/binary called tcread.

As the tcread binary is no longer shipped with either NCC or 3C, is it possible to still get this binary for a given product version on a specific operating system?
