Algorithm Plugged at Customer Class - Cancel Bill Spot not Invoking for Bill Mode 'X'

On RMB v18.104.22.168.0, we have plugged in an algorithm at Customer Class - Cancel Bill.
As per help, the algorithm at the spot is invoked 2 times - one at bill determination event and the other when we click on cancel button on bill page.
When we go to bill page, the algorithm is getting invoked but not at cancel button click.
We followed the following steps:
1. We set the getDisplayCancelBill() as Bool.TRUE.
2. Deployed the algorithm.
3. Created new bill, the algorithm is getting called for billmode 'D'.
4. Now the cancel button does show in bill screen.
5. When we click on the cancel button, nothing happens (bill is not cancelled).
Description in help section for this plug-in spot says "This algorithm provides the ability to include additional cancel logic when canceling online."
So the expectation is that after execution of the algorithm, base logic will also get triggered as it does not says this will override base cancellation logic.
But we find that when we attached this algorithm and click on "Bill - Action cancel " button, bill is not getting canceled.
Please let us know if this is default behavior or bill should get canceled.
