PO Related NF: EBC Not Being Properly Calculated when there Is a Quantity Discrepancy (Doc ID 2380446.1)

For tax codes set with matching indicator to N, such as PIS and COFINS, RFM is calculating the EBC based on the tax values (e.g. TAX_REC_VALUE)
in the FM_FISCAL_DOC_TAX_EXT and dividing by quantity actually received in order to get the corresponding tax unit value.
If the merchandise actually received is less than the NF quantity, due to damaged and/or missing quantity, the corresponding
unit tax value will be greater than it should be. Hence, the EBC will be wrong whenever it falls in that scenario.

To Reproduce:
  Receive PO NF with quantity discrepancy (damaged).

- Basis PIS = 4538.28;
- PIS tax rate = 1.65%
- PIS recoverable value = 74.88
- NF Qty = 24
- Actually received Qty = 20
If Unit PIS recoverable value based on Actually received Qty = 74.88 / 24 = 3.744.
If Unit PIS recoverable value based on NF Qty = 74.88 / 24 = 3.12.

This results in the EBC being incorrect whenever it falls in the described scenario.
