Missing Reads If Estimation Is Triggered During Usage Transaction Processing (Doc ID 2380757.1)

Symptoms

In Oracle Utilities Meter Data Management (MDM) version 2.2.0.1.0, When estimation is triggered during Usage Transaction processing the Get Scalar Usage Rule, reads are getting estimated from 12:00 am to 01:00 am instead of 12:00 am - 12:00 pm.

This issue is observed for March-November when Daylight saving time (DST) occurs.

It is expected that the reads are estimated for 12 hours, 12am-12pm. Instead the estimation is done 12am-1am.
