Symptoms

The Open Projects popup window is not displaying all Projects for a user in P6 Web.

STEPS
-----------------------
1. Navigate to Projects. Open a Project.
2. In the popup window, notice not all Projects are visible.

User has correct permissions for the Projects to be visible, and can see them in other sections of P6 Web and in the P6 Client.
