AIP-RPAS: Low Variability Measure Is Not Being Advanced (Doc ID 2381381.1)

While testing the replenishment method "Factor ARS", users noticed that from one week to another, the "Warehouse ARS Factor" goes from the defined value to 0. The user expectation is that the value stays the same as on the previous week.

After investigating further, it was observed that the measures "IpAvgRtSlsFE" and "IpAvgRtSlsFD" are not on the file "purgeLowVariabilityAdvanceLocal.xml", located at $RPAS_HOME/applib/resources folder.
